General rates

The General Rate consists of two components. First, a base amount is a set charge for every assessment in the rating category and is used to recover the costs of common services and facilities more equitably among all ratepayers rather than distributing these costs on a land value basis. Secondly, an Ad Valorem component is calculated by multiplying the land value by a rate in the dollar which has been set for each rate sub-category.


Rate categories
The following rate categories have been adopted for 2017/2018:

Residential Singleton - Applies to land within the Singleton town area which has a dominant residential use (other than a hotel, motel, guesthouse, backpacker hostel or nursing home or for any other form of residential accommodation, not being a boarding house or lodging house, prescribed by the regulations; or zoned for residential purposes).

Residential Rural Residential - Applies to land with a dominant residential use, located in or near a residential subdivision, which is outside the NSW Fire Brigade Area and is located within 225 metres of a water main. The majority of these properties are situated on the fringe of Singleton and Branxton.

Residential Village - Applies to land which has a dominant residential use and is located within a village area.

Residential Ordinary - Applies to all land which has a dominant residential use and cannot be categorised in any of the other residential categories.

Business Singleton - Applies to land within the Singleton town area, which cannot be classified as farmland, residential or mining.

Business Mount Thorley - Applies to land situated in the Mount Thorley Industrial area, which cannot be classified as farmland, residential or mining.

Business Village - Applies to land situated in a village area which cannot be classified as farmland, residential or mining.

Business Ordinary - Applies to all land within the Singleton Local Government Area which has a business use that cannot be categorised as farmland, residential or mining.

Farmland Ordinary - Applies to all properties that satisfy the farmland definition. The rate will apply to all farming properties within the Singleton Local Government Area. To apply for Farmland Rating, please complete the application form.

Mining - Coal - Applies to all parcels of rateable land held or used for coal mining purposes.

Stormwater management service charge

This charge has been applied to all developed residential or business rate assessments in the defined urban area of Singleton. The defined urban area of Singleton is the area serviced by the NSW Fire Brigade.

The following charges will apply:

  • Residential lots - $25
  • Residential Strata lots - $12.50
  • Business lots - $25.00 for every 350 m2 up to a maximum charge of $100

The funds collected will be applied for the purpose of works identified in the Singleton Council Urban Stormwater Management Plan.


Sewer & Liquid Trade Waste Charges

Council has applied a sewer charge of $517.655 per residential assessment (including vacant land). These charges apply to land within 75 metres of a Council sewer main.

Non Residential sewer useage and liquid trade waste charges for businesses and non-rateable properties are calculated using a formula based on water consumption and a discharge factor applicable to individual properties.

The minimum sewer useage charge per annum is $517.65. The minimum liquid trade waste charge is $96. Charges will be included on Council's tri-annual water useage accounts.


On Site Sewage Management System

All ratepayers who have On Site Sewage Management System (OSSM) will be charged $65.80 per system. This charge will cover the cost of Council issuing an "Approval to Operate". All OSSM's are required under Section 68(1) of the Local Government Act, 1993 to hold Approval to Operate.


Domestic Waste Management - Urban (Weekly waste & Fortnightly recycling)

Occupied Residential Service (waste, recycling and green waste 240 litre bins) has an annual charge of $460.

Ratepayers can now apply ot have their recycle bin upsized to a 360 litre bin.

Occupied Residential Services (240 litre waste and green waste and 360 litre recycling bins), will be charged a$654 annually.

Additional weekly 240 litre waste service is available at an annual charge of $237.

Additional fortnightly 240 litre recycling service is available at a charge of $238.50.

Additional 360 litre recycling service is available at a charge of $257.50 per annum.

Additional fortnightly 240 litre green waste service is available at an annual charge of $30.

Unoccupied properties will be charged $35 per annum.


Domestic Waste Management - Rural (Fortnightly waste & recycling)

Fortnightly service (240 litre waste and 240 litre recycling bins) at an annual charge of $418.70.

Ratepayers can now apply to have their recycle bin upsized to a 360 litre bin.

Fortnightly service (240 litre waste & 360 litre recycling bins) annual charge $596.50.

Additional fortnightly 240 litre waste bin is available at $228.50 per annum.

Additional fortnightly 240 litre recycling bin is available at $238.50 per annum.

Additional fortnightly 360 litre recycling bin is available at $257.50 per annum.

Additional fortnightly 240 litre green waste bin is available at $60 per annum.

Properties on a services garbage route which do not have a charge will be charged $35 per annum.

The Domestic Waste Management charge also allows ratepayers one box trailer load of general mixed waste or green waste to be taken to Singleton landfill depot free of charge upon the redemption of the voucher which will be posted separately to the rates notice.


Commercial Waste - Urban (Weekly waste and Fortnightly recycling)

An annual charge of $480 weekly 240 litre waste and fortnightly 240 litre recycling and green waste in the urban areas has been applied.

Additional 240 litre waste bin is available at $255 per annum.

Additional 240 litre recycling bin is available at $241.50 per annum.

Additional 360 litre recycling bin is available at $280 per annum.

A 240 litre green waste bin is available at $83.40 per annum.


Commercial Waste - Rural (fortnightly waste & recycling)

An annual charge of $460.85 for fortnightly 240 litre waste and fortnightly 240 litre recycling in the rural areas has been applied.

Additional 240 litre waste bin is available at $267.65 per annum.

Additional fortnightly 240 litre recycling bin, annual charge $241.50.

Additional 360 litre recycling bin is available at $280 per annum.

Fortnightly 240 litre green waste bin with no full service is available at $164.50 per annum.

No free tipping voucher applies to commercial urban or rural waste.


Siingleton Water Supply
A base charge of $137.50 for vacant land or properties with a 20mm water metre will be applied. Higher charges apply to properties with multiple or oversize services. All water consumed by residential properties will attract a tiered usage charge of $1.60 per kilolitre up to 450Kls and $2.73 per kilolitre above 450Kls. All water consumed by business properties will attract a usage charge of $1.65 per kilolitre. The charge will apply to all urban properties in the town of Singleton and some adjacent to urban areas within 225m of a water main. A separate notice for usage is sent our three times a year.

Above Obanvale Water Supply
Property owners with non-potable water supply between Glennies Creek Dam and Obanvale Water Treatment Plant will pay a base charge of $30.50. All water consumed will attract a tiered useage charge of $1.60 per kilolitre and $2.73 per kilolitre above 450Kls.

Rural/Farm water Supply Connections
Properties outside the Singleton town water supply area which are connected may be subject to pressure and supply variations from time to time.

Mount Thorley Water Supply
A base charge of $461.80 for vacant or properties with a 20mm water metre will be applied. Higher charges apply to properties with multiple or oversize services. All water consumed will attract a usage charge of $2.45 per kilolitre.

Jerrys Plains Water Supply
A base charge of $137.50 for properties with a 20mm water metre, and $69.60 for unoccupied land. Higher charges apply to properties with multiple or oversize services. All water consumed by residential properties will attract a tiered usage charge of $1.95per kilolitre up to 450Kls and $2.68 per kilolitre above 450Kls. All water consumed by business properties will attract a usage charge of $2.68 per kilolitre.

Broke Water Supply
A base charge of $137.50 for vacant properties with a 20mm water meter will be applied. Higher charges apply to properties with multiple or oversize services. All water consumed by residential properties will attract a tiered usage charge of $2.10 per kilolitre up to 450Kls and $2.68 per kilolitre above 450Kls. All water consumed by business properties will attract a usage charge of $2.68 per kilolitre.

Hunter Local Land Services (formerly known as hunter Central Rivers - Catchment Management Authority)
As advised by Local Land Services. Council will levy a rate of $0.011 cents in the dollar on the current land value of all rateable land within Singleton Local Government Area. Information about this organisation can be obtained from: - www.lls.nsw.gov.au
