Principal Certifier
What is a Principal Certifier?

Regulatory reform has meant that the previous term "Principal Certifying Authority" has been removed from legislation in NSW.  This term has been replaced by "Principal Certifier".

A Principal Certifier is appointed by the owner or applicant where building works are subject to a Construction Certificate or Complying Development Certificate and is responsible for the following:

  • Undertaking critical stage inspections of building work in accordance with Section 162A of the Environmental Planning and Assessment Regulation 2000.
  • Administering the conditions of development consent.
  • Promptly advising the applicant after any relevant inspection of any outstanding work.
  • Issuing the applicant with an Occupation Certificate for any building or change of use when the relevant applicant has been lodged.
  • Receiving and investigating any complaints from the public concerning the development.

Council can fulfil the role of Principal Certifier.  To appoint Council as the Principal Certifier for your building work, please complete the Appointment of Singleton Council as a Building Certifying Authority Form and lodge it with Council. If Council is not the Principal Certifier, Council must be notified of who has been appointed at least two (2) days prior to building work commencing.
