Development contributions plan
Section 94 of the Environmental Planning and Assessment Act, 1979 (the Act) provides for Council to levy contributions upon a development, where that development increases demand on Council's infrastructure and/or facilities. To levy contributions under the Act, Council must have an adopted contributions plan. 

A contributions plan identifies what infrastructure and facilities are required to meet the needs of a future population, attributes costs towards provision of the infrastructure/facilities; and identifies how the costs will be apportioned across development areas and development types.

Contributions can be raised through contributions plans for a variety of infrastructure types including roads, car parking, public transport, storm water management, open space and community facilities.
